Translations: please remove the tests/cases/ tree from the package

Binary package hint: intltool
When scanning the import queue in Launchpad Rosetta for issues that need manual intervention, I found the following issue with the intltool package, which prevents a smooth import into Launchpad Rosetta and causes the Ubuntu Translation Coordinators to manually adjust or remove .po files.
Please remove the tests/cases/ tree, as translating that stuff is completely useless and translation templates don't get created anyways.
