ota13 had nearby scope 4.9.1:
$ bzr ls -r tag:ota13 | grep nearby
com.canonical.unity-scope-nearby_4.9.1_armhf.click

On extracting that click, it appears to contain the corrected German translation:
$ msgunfmt de/LC_MESSAGES/aggregator.mo | grep Wo
msgstr "Wo bin ich"

Bug should be fix-released.
