Bug Description

Output:

LANG=C apt list --upgradable
ca-certificates/xenial,xenial 20160104ubuntu1 all [upgradable from: 20150426ubuntu1]

LANG=ru_RU.UTF-8 apt list --upgradable
ca-certificates/xenial,xenial 20160104ubuntu1 all [может быть обновлён до: 20150426ubuntu1]

Totally misleading. Not sure about stylistically correct one, but my guess is
ca-certificates/xenial,xenial 20160104ubuntu1 all [может быть обновлён c: 20150426ubuntu1]

Sounds bad, but not that misleading
