Borked encoding with Slovak translation

Bug Description

System is a Ubuntu 13.04 x64, I've already posted a forum thread about it with screenshots, located here: http://ubuntuforums.org/showthread.php?t=2151383. This thread also has info on it: http://ubuntuforums.org/showthread.php?t=2140746

Applying regional settings to Slovak to the entire system leaves it with borked encoding / strange characters appearing throughout Skype, VLC and SMPlayer for instance.

Changing regional settings to English fixes this, however, this applies English regional settings, which is a no go.

For me the referenced bug and its workaround doesn't fix the problem, since I don't have any locale.gen file on my computer. Adding this line into terminal: "sudo gedit /etc/default/locale.gen" only brings up a blank file. Searching for it manually also.

This workaround: http://askubuntu.com/questions/310990/borked-encoding-in-ubuntu-13-04-for-slovak-language fixed it for me. I had to manually create a ~/.profile file and insert the LC_NUMERIC code chain into it.
