Server: Trusty linux-virtual not installed

Bug Description

In both the amd64 and i386 linux-virutal server ISO tests there are three test failures:

trusty-server-amd64
 testInstallSize 1,178,648 !< 940,032
 testLinuxVirtual no package found matching linux-virtual
 testKernelModuleSize 206,704 !< 40,000

trusty-server-i386
 testInstallSize 1,025,752 !< 870,400
 testLinuxVirtual no package found matching linux-virtual
 testKernelModuleSize 155,356 !< 40,000

The last img and kernel was last to pass successfully:
* Ubuntu-Server 14.04.5 LTS "Trusty Tahr" - Beta amd64 (20160706)
* Linux utah-16646-trusty-server-amd64 4.4.0-21-generic #37~14.04.1-Ubuntu SMP Wed Apr 20 16:33:38 UTC 2016 x86_64 GNU/Linux

This img and kernel failed:
* Ubuntu-Server 14.04.5 LTS "Trusty Tahr" - Beta amd64 (20160729)
* Linux utah-17938-trusty-server-amd64 4.4.0-31-generic #50~14.04.1-Ubuntu SMP Wed Jul 13 01:07:32 UTC 2016 x86_64 GNU/Linux

Open question is why did the linux-virtual meta package not get installed, what did that caused the size of the kernel modules increase greatly?

Closing out after talking with kernel team. The HWE kernel does not allow for a linux-virtual meta package, so it won't be on the ISO itself. Nothing to do here.
