Make tabs visible in desktop mode

Bug Description

The way tabs are implemented, they work really well on a touch environment. However, given the extra space, it'd be good to visualize them in windowed mode (e.g. on a desktop).

The way it could work could be the same as in the web browser app: when the app is in windowed mode, traditional tabs are shown. In full screen mode (e.g. phone) the behaviour can stay as it currently is.

I like this idea! I'm personally too busy with some of the other improvements to work on this myself, but I hope to see this implemented!

The component used in webbrowser-app is entirely custom (see https://bazaar.launchpad.net/~phablet-team/webbrowser-app/trunk/view/head:/src/app/webbrowser/TabsBar.qml).

The design team is currently playing with the idea of making it a generic tabs component that other apps could use, and that would be made available as part of the UI toolkit.

Adding an ubuntu-ux task so they can comment on the status of the experiment.

I also would like to add my support to the feature request by dinamic6661 - and would very like to be able to flip between open tabs using an external keyboard in Desktop Mode, much like the current method of flipping between open apps
