setup doesn't support silent mode

Bug Description

Running ubuntu_system_tests.run setup doesn't support silent mode, so it will prompt for missing configuration options, breaking automation.

I don't think there is a need for the setup command to support silent mode. The only items that the setup command needs to get from config is the device serial number and wifi credentials. As neither of these can have a default value, the silent mode option wouldn't work here.

The rest of the config is used for the run command, which does have the silent mode option.

If I've missed something here or you've come across an issue with it then do let me know.

I see the problem now when running with incomplete config file. I'll add the silent option to the setup command to fix it.
