I am performing the time shift manually, but I appear buttons to save changes, or reimburse the system, I have to restart my phone to reopen Settings (Nexus4)

Thank you for your bug report. Could you describe what you do exactly? Do you mean that the time is only changed after restarting the device? Where do you check the current time value?

I had the same bug. Auto time detecting doesn't work for me in Jordan, so I selected 'Manual' time setting, but there is no button to save the new time, once you have set it.

Confirmed on maguro. You can't pull up the bottom area, because it would change the date, and there's no "save" button anywhere.

Steps to reproduce:
 - open system settings
 - click on "time and date"
 - choose "set time manually"
 - make modification
 - try to save it or go back

It's a dialog and the content is too big for the screen. You don't have to restart the phone though; go back to the apps lens and close system-settings from there.

Now you can click the save button, but the system time does not change afterwards. Also, manually selecting the time zone has no effect on the system time.
