Bug Description

Adding an account when the phone is in Spanish, displays the English site instead the Spanish one.

Test case.
- Switch the phone to Spanish.
- Go to System Settings > Online Accounts.
- Add an Evernote (or Facebook) account.

Expected result.
- The Evernote (or Facebook) site is displayed in Spanish.

Actual result.
- It's displayed in English.

Still not sure however if application needs to to something or if Oxide can automatically send the right headers based on system settings.

I can confirm that the Accept-Language header is wrong when setting the phone to use French and navigating to
http://myhttp.info/

It may be due to .pak files not being installed in a place where the system and / or blink expect them.
