Daylight saving time in turkey out of date

Bug Description

The government in turkey recently changed daylight savings rules. The result is my phone reports the time now as 7:32 when it should be 08:32. It happens that I'm in Turkey for my friend's wedding, so you know, that's bad.

I notice that my ubuntu server had the same problem, but a general upgrade just now fixed it. But you can't do that on an Ubuntu phone.

There should be a better way to distribute updated timezone definitions.
