ota-4 image contains unexpected version of system-image-cli

In any build containing vivid-overlay rootfs: 20150611.3, eg:

The bug #1383539 should have resulted in a more recent version in the vivid stable overlay

According to OEM bug #1465829 this impacts the factory process for creating new handsets with this image.

I understand that Barry and Łukasz are already working on this issue and a fix is in a silo.

This is in progress. We identified the version and are syncing the right version in silo 28. We'll be handing it off to QA shortly.
