Update archive-master.tar.xz file location to match si client 3.0

Bug Description

Looks like the server is still putting the archive-master.tar.xz{,.asc} files in /etc/system-image. These should be put in /usr/share/system-image to match si client 3.0

Probably need to put them in both places for now until we can drop si 2.5 from all images.

I don't seem to have found the time for this. I'm hoping Lukasz might so I've assigned it to him, but if he doesn't have the time either, please assign it back to me!

Sorry for the sudden Status change, a mis-click on my side. I suppose we don't use s-i in any place right now, right? The overlay PPA and our stable touch images use s-i 3.0.2 already. In that case I suppose we can just change the path to the new one without any backward compatibility.

Right, both touch and snappy use si 3 now. I can't think of a use for the old locations; any device upgrading to use the new locations should also get si 3.0.x which only looks in the new locations.
