Changing a channel from being an alias to being a normal or redirect channel should be considered as an alias change and trigger a full update

Bug Description

Title says it all. The client currently triggers a full update if the channel.json alias doesn't match the channel.ini target. However if alias is removed from channel.json, this doesn't trigger a full update.

So we need to have the client consider a missing alias field in channel.json while a target field exists in channel.ini as being an alias target change (which it really is) and trigger a full update.

Have to think about this one, but I'll look into it for 3.0

I would like to defer this until after 3.0. Let me know if that's a problem.
