On UpdateFailed s-i-dbus should exit

Bug Description
Let's say udm returns to us an error, such as a 404 on the channels.json file. s-i-dbus will report an UpdateFailed signal. This isn't an exception to s-i-dbus, but perhaps it should exit anyway (instead of keepalive) so that the next attempt will re-activate with cleared state?
