Bug Description
Version: rtm/16/krillin
Initial Condition:
Phone is flashed, and about to receive an OTA update which affects only one or two files in the device tarball
The phone will proceed to download a very large update, containing a complete coherent system.img file.
Expected Result:
The phone only needs to download the updated files.
