We need a hook system for OTA upgrades

Bug Description

Our use case is refreshing data in the launcher (for non-clicks that is), but I expect there to be plenty of tasks that should run upon system image upgrade.

A kind of hook or task system should be implemented so that interested parties can do their needed work as necessary.

Currently, a s-i hook wouldn't do any good because all system updates end in a reboot. Other components may be able to perform tasks after the reboot completes, if s-i can set something up to signal that case. Also, for platforms where system-image updates occur without a reboot (e.g. server), it may make sense to build a hook mechanism directly into s-i.
