Bug Description
The title says it all, I'm running "system-image-cli" on an up to date device and it still reboots into recovery with an ubuntu_command file which doesn't contain any actual update...

I'm marking this critical because it's currently the only way our users can check whether there are updates available, so having their phone reboot every time they check doesn't seem very optimal :)
