Windows: windows-ubuntu-sso-login finishes even if a UI is connected to it

Bug Description

When I run windows-ubuntu-sso-login in one terminal, and show_gui in another terminal, if I connect a second client (for example the control panel), and the request from this second client ends, the service shutdown without waiting for the first client.

Since we moved the timeout in sso to a very big number this is no longer happening.
And it's no longer high priority fixing this, so I'm moving it to medium.
