Variable expansions in tips

Bug Description

In order to avoid having to update tips for each version, it would be nice if tips could contain variable that would be expanded at run time, such as the version number.

example:
https://help.ubuntu.com/${VERSION}/serverguide/C/automatic-updates.html would expand to https://help.ubuntu.com/10.04/serverguide/C/automatic-updates.html on lucid.
