standard seed does not need ppp pppconfig pppoeconf

Bug Description

It seems that ppp, pppconfig and pppoeconf can be dropped from 'standard'.
They are in 'ship' and 'ship-live'.
I'd also even suggest that we can / sould put them in server-ship.

But it does not seem like they are very necessary in a standard install at this point.

bzr blaming platform.xenial/standard shows:

+1. Please continue to ship them, but they should not be installed by default on the server or cloud-images.
