The bubble appears on top of te users fingers in all items of the launcher with exception of the last two on the top. Then it appears below, as soon in both images.

To my knowledge this is an old bug and new implementation has been executed to the current version of the phone.
However, the quicklist should be placed on the side of the launcher with the following properties:
Arrow should always point to the corresponding App
Quicklist should open above the thumb position if space is available
