unit stuck in maintenance following reboot

Bug Description

Over the weekend I rebooted a couple of u-r-c instances. They each now seem to be stuck in maintenance, e.g.:

ubuntu-repository-cache/1 maintenance idle 1 51.104.172.118 80/tcp Starting ubuntu-repository-cache

The affected applications all seems to be running commit f4c56c0.

I found a couple other affected units by running `grep -F Starting\ ubuntu-repository-cache /srv/*stack/*/reports/*/status.txt -l` on wekufe.
