Bug Description
Over the weekend I rebooted a couple of u-r-c instances. They each now seem to be stuck in maintenance, e.g.:
ubuntu-
The affected applications all seems to be running commit f4c56c0.
I found a couple other affected units by running `grep -F Starting\ ubuntu-
