Bug Description

Hi,

In MP:397547 [1], we now ship out a new health-check endpoint. With that, there's the ability to mark specific ubuntu-repository-cache units as 'DISABLED'. This is useful for when public clouds announce upcoming maintenance.

We should update the charm exposing this as a juju charm action rather than having to do the following:

| juju run --unit ubuntu-repository-cache/11 "touch /srv/ubuntu-repository-cache/apache/health-check/health-check-disabled.flag
