cache_dir should use rock instead of aufs

Bug Description

We had several occurrences of cache size being over the limit fixed in cache_dir configuration.

I found a reference in the squid mailing list: http://squid-web-proxy-cache.1019090.n4.nabble.com/squid-3-5-27-does-not-respect-cache-dir-size-but-uses-100-of-partition-and-fails-td4685845.html#a4685883

This suggests that aufs is deprecated and error prone.
Updating to the new rock store might do some good.

The story of upgrading the charm when switching store type must be taken into account however.
