Bug Description
I built new streamlined testsuites #369-#374 for the Utopic cycle (and likely future non-LTS cycles).
2 of which contain only optional testcases.
Once I had added the testsuites to the Utopic product it's apparent that it does so in numerical order. We have 2 testsuites at the top consisting of optional tests.
Would be more efficient to have a way, if possible, to set the order of testsuites in products in the same way that testcases can be given a weight in a testsuite.
I would certainly have created them in a different order if I'd been aware of this shortcoming.

Elfy is essentially asking for a weighting option for testsuites against a product, in the same way you can weight testcases inside a testsuite.
