ISO Tracker Testcase should indicate if it is locked

Bug Description
Currently at the bottom of each testcase, if the testcase is active (Status=Testing) then a form will be presented to link to a bug. However, if the testcase is not active (Status=Archived) this form is not presented. Instead nothing is presented.
Requesting that we post a message that explains it in the following way:
This testcase is not archived and cannot be changed. Please test and report using a newer build (Link to Tesing Teacker http://
