mesa built with -O3 on ppc64el has broken EGL

Bug Description
If mesa is built with -O3 then EGL will fail with:
libEGL warning: DRI2: failed to create any config
this can be easily reproduced by building libepoxy which then runs a series of tests.
The same is fine on amd64, and also ppc64el is fine with gcc-10 and -O3.
