This backport patch reverts to the previous behavior hotplug memory, and to ensure that CONFIG_MEMORY_HOTPLUG_DEFAULT_ONLINE is unset in the kernel config as well.

Commit 849d9b98df759 is in Zesty as of kernel version: Ubuntu-4.10.0-12. There is also a revert in Artful as of version: Ubuntu-4.11.0-3.8.

Commit 943db62c316c was never added to Xenial, so it does not need to be reverted there.

The commit is backported, but the option is still turned on in the kernel config.

# grep HOTPLUG_DEFAULT /boot/config-4.10.0-29-generic
CONFIG_MEMORY_HOTPLUG_DEFAULT_ONLINE=y
