Comment 1 for bug 780981

I was thinking about working on this (though I'm about to go out of town, so I'm not sure when). It needs to be spec-ed out a bit though. How are others imagining this section? Should it be a complete listing of all the stuff in ubuntu-dev-tools, or just highlighting specific packaging tools? Should the article be about packaging tools more generally and cover things in devscripts as well? Are we duplicating work already done in the man pages? Brief descriptions of the tools or tutorials demonstrating them?
