Translated versions need a dedicated CSS file

Bug Description

To correct some display problems, mostly in the width size of the elements, I have to tweak the CSS files, and this is mostly like creating a fork of the project.

It should be more convenient and clean to put all these tweaks in a dedicated localization CSS file (possible name l10n-XX.css) and have this file added in the list of the css of the localised index.html at the generation of the translations. This can be a first step to have this Online Tour available in more than 2 languages in the future.

I agree but I believe a better solution would be to have flexible buttons and more thought into title wrapping. The work triaged from the following but should cover this bug too. Therefore marking as dup. Please feel free to discuss the issue on that bug.
