Default "ubuntu" user to uid under 1000

Bug Description

A couple users have now complained on beta1 and beta2 that the "ubuntu" user defaulting to uid 1000 causes them problems, and I have found that it will also interfere with my own company's existing automatic system setup configuration.

The problem comes from having an environment where uid 1000 is desired to be a given user, perhaps even one with ownership of files on EBS volumes. Having uid 1000 already taken causes conflicts and complicates setup scripts for new instances.

The request has been made to simply change the default "ubuntu" user to a uid under 1000. This would still let folks ssh in using the ubuntu user and sudo and they could then set up their prefered users with prefered uids, optionally deleting the ubuntu account at the end.

I haven't looked at the layout of uid reservations lately, so I'm not sure what uid should be chosen, but perhaps the right experts could be brought in to making the choice.
