Bug Description
This request may relate more to the images being built than to the vmbuilder tool itself.
Most of the popular EC2 images are distributed with the EC2 AMI tools installed.
Users may expect these to be installed and may find it inconvenient if they are not provided.
One common use case is to run an EC2 image, install and configure software, and then rebundle the instance as a new image. This requires the ec2-bundle-vol command which is part of the EC2 AMI tools.

This is not as simple as it seems, as these tools do not currently have a license.
We are waiting for a response from amazon on this.
