[ec2-test] console tests may run too early

Bug Description

Console test seems to run after console.txt is collected, which causes the test to fail. If the console tests are run after console-term.txt is collected, then tests will pass. This, however is not always the case.

This show itself when no output is collected at all and consequently the console tests may fail.

Basically, we are rebooting the instance before it gets to run its "rc.local" like scripts, and then complain when it didn't run them.

In natty cloud-init, there is a "all the way up message" written to the console and to a file in the instance, so if we can ssh to instance we can wait for that file to appear for a longer period of time.
