ec2-init init script has bad Required-Start header

Bug Description

$ grep Required-Start ec2-init
# Required-Start: $network $local_fs $ssh

i believe '$ssh' is wrong in 2 ways
a.) this needs to run before ssh (and does)
b.) $ssh is not an LSB "virtual" facility name (http://wiki.debian.org/LSBInitScripts)

Verified this is fixed in 0.4.999-0ubuntu2 (probably fixed earlier, but looked there.)
