Bug Description

The Nexus7 appears to lockup when "Start" is selected from the Android Boot Loader. (See attached picture)

From the ABL there are a series of options :

-> Start ( Results in soft lockup)
-> Restart (Reboots the device)
-> Recovery (non-functional at this point)

1.) Start N7 while holding down volume button to enter ABL.
2.) When ABL is present press the upper right button to select "Start"
3.) Observe Lockup

hmm, intresting, i can confirm this under raring as well.
the bootloader does some evil stuff already on normal boots (setting a hardcoded prefix for the kernel cmdline).
i would actually blame the bootloader here (to which we have no further access beyond fastboot and the ABL UI).

not booting from the start option but just letting the device boot seems to work just fine though.

No Change for Raring, My recommendation would be to make this bug known in the FAQ and the Community since there is not much more we can do with it.

For what it's worth, I tried to reproduce the issue:

N7 status:
fastboot oem unlock performed
Stock Android image rooted

No further changes made at this stage.

I attempted to start the device via:
Power button + volume down button
Power button + volume up button
Power button + volume up & volume down buttons

None of these are successful in booting the device. Additionally, I appear to need to depress and hold the power button multiple times (or once for a very long time, I can't discern) before the device will eventually boot (into Android) again
