This is also true for my laptop. It always starts with max brightness.

/usr/bin/luxd from sets the brightness of the screen based on the light sensor input and refreshes it every second, overriding any manual settings of it. The algorithm for turning ambient light values to brightness values is not working quite right and defaults it to pretty low.

I think this bug may be the cause: https://bugs.launchpad.net/ubuntu/+souce/ubuntu-defaults-nexus7/+bug/1116272

Temporary workarounds:
 - Remove /usr/bin/luxd and set brightness manually
 - Change the file to include only the #! line and echo 255 > /sys/class/backlight/pwm-backlight/brightness
