after reboot, framebuffer of previous boot appears on screen

Bug Description

1) boot machine to GUI
2) reboot machine
3) as the next graphical session starts, the desktop from the previous session flashes on the screen, and then disappears

This is cosmetically ugly, but more seriously could be a security/privacy leak.
