Dash - It should be possible to vertically scroll the Dash left clicking in an empty area (e.g. in-between icons) and dragging upwards or downwards.

It should also be possible to impart a kenetic scroll from this drag action, similar to the kenetic scroll used in the flow view.

Need more info from design:

John - I don't think it's a good idea to restrict the dragability to just the "empty areas". All other touch UIs in common use, and even the Unity Launcher, allow you to drag even grabbing the icons themselves. It's just a matter of how long you hold the initial click/touch that determines if you're dragging an icon or the whole surface.

@om26er; I'm leaving this as incomplete for now because of other Dash changes that we are in the process of making, and because @vanvugt's good suggestion of not limiting the action to just the area's in between the icons introduces possible conflicts with drag and drop actions which will need to be managed, increasing the amount of work required to fix the issue. We will come back to this issue and try to fix during the 13.10 cycle.
