English langpack is pulled during install

The English langpack is pulled during installation; I think it should be in the default image (in fact it's likely required).

I'm not sure this is enough to allow networkless installs though.

I think it's actually gnome-user-guide-en being pulled

I seeded (gnome-user-guide) in moblin-remix.

Fixing 452516 (which is not moblin-specific) may fix this for moblin as well.

if you are connected to internet during install its fine but if not then you face this bug
