mobile-basic-flash prefers pixmaps dir over icon theme and blacklists SVG

Bug Description

Some ugly icons are the result of these conditions:
a) mobile-basic-flash will prefer icons in /usr/share/pixmaps over the icon theme icons (which is wrong).
b) mobile-basic-flash blacklists SVG icons when looking up icons

Unfortunately, when using .svg icons, mobile-basic-flash goes into an infinite loop and eats all CPU.

Once we had ported mbf to xulrunner 1.9, SVG display would work but with some initial flicker (acceptable considering the benefit IMO) and other bugs.

We're working on using xulrunner 1.9; once that lands, the other errors will be easy to fix.

This is not related to update-manager in particular, it provides a pixmaps icon and a scalable icon in the hicolor icon theme.
