Bug Description
systemd tends to hang for a long time on boot if an fstab entry doesn't work.
We should ensure that the bind mounts this charm creates use "nofail".
It is better for the machine to come up so that the operator can fix the problem than to get stuck in pre-ssh boot forever, where nobody can help.
