Keyboard shortcuts stop working when there is conflict under Monitor Preferences

Bug Description

By "conflict" I meant what I described @ https://bugs.launchpad.net/ubuntu-mate/+bug/2068549

To recap, with a particular (soft) configuration of monitor that the objects from "Displays" fail to properly go one besides another, as very closely as they could ever.

When this condition is not met and there is "resistance" about combining the monitors in that interface that the keyboard shortcuts concerning screen moving on different monitors will stop working.

For example the default SHIFT+MOD4+LEFT.

However when one is capable of fixing the issue of "Displays" and has all monitors perfectly aligned one besides one then this same keyboard shortcut will resume working.
