Mate-panel fails to display with Compiz window manager

Bug Description

I just upgraded from 22.04 to 23.10, and on login I don't see the mate-panel menu bar at the top of the screen. There appears to be a race condition, as mate-panel is running. Executing "mate-panel --replace" once the session is up results in the menu bar appearing at the top of the display as expected. Adding "mate-panel --replace" to the start-up applications with a two-second delay also corrects the problem.

I have now upgraded from 23.10 to 24.04, and this problem persists. It appears that a one-second delay prior to relaunching mate-panel is sufficient.
