disabling "raise on click" does not work

Explanation, because a concerning question:

raise-on-click (raising a window when left clicking in the work area) is commonly turned off by users, having turned on "follow mouse".
Users should have control over the fact that a window be raised and may thus (in parts) cover other windows. In other words, writing/working in a partly covered window should be possible, without raising it.

The actual bug:
raise-on-click is pretended to be turned off in different ways (see link above).
Basically:
raise-on-click can be turned on and off (true/false) in dconf-editor or by gsettings, path:
"org.gnome.desktop.wm.preferences raise-on-click"
But that does not work, i.e. raise-on-click stays on though set to false.

Just switched back to mate (which did not work for me, see above) for some tests, and recognized that, in addition to the issue with the key raise-on-click, also the modification of other keys does not take effect. Tested with focus-mode: Stays on mouse (which is not the default(!)), however it is adjusted.
Tested with action-double-click-titlebar: Follows the chosen adjustment.
Looks like large parts of the adjustments in schema "org.gnome.desktop.wm.preferences" are respected, while others are not.
