Partial Upgrade Fails to complete

While using the Software Updater, I get the following message regarding performing a partial upgrade. I click "Partial Upgrade". It show that it starts but exits before completing the upgrade and the next time I run the GUI updater the same message comes up.

My specifications are in the screenshot. I am running Ubuntu MATE 23.04 in a Virtualbox VM with intel i7 CPU, 16GB RAM 4 GB available to VM, 256MB Video RAM available, 20GB HDD space.

is this issue going to fix itself? Or do I have to reinstall. I ask this because the same issue appeared after I did a complete fresh install and ran all upgrades (850+)
