Panels do not open in log out/in or reboot

Bug Description

When logging out or rebooting the panels (in my case Pantheon) do not load and have to launch terminal by CTRL+ALT+T and the type mate-tweak. From there I have to change from Pantheon to another panel choice then change back to pantheon. This happens every time and can be recreated.
