Cupertino layout as default for new users doesn't automatically open Plank

Bug Description

# Ubuntu Mate 20.04 (stable release)
# Mate Desktop 1.24.0-2

I defined Cupertino (eleven) as the default for new users with the steps described in the end, and after creating a new user and logging in, Cupertino layout is correctly chosen but Plank doesn't automatically appear.

When checking the Panel settings on Mate Tweak for this new user, the "Enable Dock" is unchecked (as the screenshot attached) despite being on Cupertino layout.

Only after checking "Enable Dock" that Plank will automatically open on each new session for this new user.

To set Cupertino as the default, I create the file "/usr/share/glib-2.0/schemas/35_new_test_default.gschema.override" with the content below:

[org.mate.panel]
default-layout='eleven'

And updated glib schemas running the command: sudo glib-compile-schemas /usr/share/glib-2.0/schemas

I apologize if this is not a bug and, instead, a flaw in my procedure.
