vap0 and HOSTAPD are disabled 19.04

Bug Description

Raspberry PI 3b+ and UBUNTU Mate are at odds. UBUNTU MATE 19.04 does not recognize the wireless device embedded in the Raspberry PI 3B+

I reinstalled HOSTAPD and get an error message.

installed hostapd package post-installation script subprocess returned error exit status 1.

Failed to start Advanced IEEE 802.11 AP and IEEE 802.1X/WPA/WPA2/EAP authenticator.

vap0 no longer exists are an update for 19.04.02 arrived. VNC could no longer access the RPI 3B+. The end result is the AstroBerry for RPI3B+ no longer functions.

The version of Ubuntu-Mate is Disco. No other backwards compatible versions are available to remedy this error. hostapd 2:2.6-21ubuntu3.3 is the verion that is not working.

hostapd driver errors are:

nl80211; driver does not support authentication/association or connect commands.
