Default audio device keep resetting on reboot and locking computer

Bug Description

When I reboot or even lock my computer to come back to it later, my USB headset has reverted from being the chosen default audio output device.

Device that keeps getting defaulted to: Baffin HDMI/DP Audio [Radeon RX 550 640SP / RX560/560X]
Device that I keep having to set as the default again: Corsair VOID Wireless Gaming Dongle
Other audio device not in use: Family 17h (Models 00hg-0fh) HD Audio Controller

Same thing happens on my machine. The default audio output always goes to "Navi 10 HDMI Audio Digital Stereo". Some additional observations:
1. Locking the computer manually does not revert the output to HDMI, only when the computer autolocks because it's idle
2. Disabling the device from the hardware tab in Sound preferences helps with the "reboot" case
3. Disabling the device from the hardware tab in Sound preferences does not help with the "lock" case, it still reverts back to HDMI
