In Ubuntu-Mate 19.10 Beta the left panel size/properties cannot be changed in mutiny-mode

Bug Description
In mutiny-mode, the leftside panel, which serves as a dock, offers no way to change its size/width. It used to be possible in 18.04 to get to the panel-properties via right-click at some spots on the panel. But now, in 19.10, I cannot reach the panel-properties in order to decrease the width of the panel.
